UL 1741 SB vs IEEE 1547.1: The Document Your Certificate Actually Names

Send an inverter to a listing body for interconnection certification and the certificate that comes back does not name IEEE 1547.1. It names UL 1741 3rd Edition inclusive of Supplement SB. Test plans written against the wrong document in that stack are a recurring source of schedule slip, and the confusion is understandable — the requirements did not originate in the document the certificate cites.
Three documents, one certificate
IEEE 1547-2018 sets the interconnection requirements: the trip settings, ride-through envelopes and interoperability rules a distributed resource has to meet. IEEE 1547.1-2020 specifies the conformance test procedures that demonstrate them. But the certificate a listing body issues names UL 1741 3rd Edition inclusive of Supplement SB, which incorporated those procedures. IEEE P1547.1a exists specifically to integrate clarifications and corrections identified during that incorporation — evidence that folding one document into the other was not a formality.
The four test classes
IEEE 1547.1-2020 specifies four classes of test, and they are not interchangeable:
- Type tests — run on representative units; this is what the certification programme exercises.
- Production tests — run on units as manufactured.
- Commissioning tests — run on the installed system before it operates.
- Periodic tests — repeated over the installed life.
Adoption is state by state
There is no single national switch-on date. In California, Rule 21 requires UL 1741 SB certification plus Common Smart Inverter Profile conformance over IEEE 2030.5, and PG&E has required both of interconnection applicants since 29 August 2023. Elsewhere the picture varies by commission, utility and ISO. Before quoting a certification timeline, check which edition the target utility's interconnection rules actually invoke.

These are profiles, not set points. A conformance source has to hold the device inside 0.88–1.10 pu continuously, carry it down through the mandatory band, and drive frequency at 3.0 Hz/s as a programmed ramp — while sinking the power the inverter exports the whole time. A unidirectional AC source cannot run this plan whatever its power rating, and a source that steps between levels instead of holding a profile is testing something other than ride-through. The working envelope is 0–1.2 pu and 56–66 Hz, four-quadrant, with sub-cycle event timing.
